Sometime in 1934, the Kuo-Min-Tang (Bacolod Chapter), the Negros Occidental Chamber of Commerce, and the Fil-Sino Organization, joined in establishing a Chinese school in Bacolod City. Chinese parents and community leaders had long felt the need for an educational institution where the children of the Chinese community could learn not only the rudiments of English studies, but also the arts and culture of the land of their ancestors. TAY TUNG, meaning "equality for all, whether rich or poor, regardless of race, creed, and religion", was chosen as the name of the school - P. Hernaez St., Bacolod City.

Education for excellence, geared towards a united Filipino-Chinese community equipped with the basic academic skills, wisdom, and the virtues of propriety, righteousness, incorruptibility and honor, committed to nation building and international concern - Tondo, Manila.

ICA caters to Chinese-Filipino female students; whereas its neighboring school, Xavier, a Jesuit run institution admits Chinese-Filipino boys - Greenhills, San Juan City.

As envisioned, the Philippine Cultural High School (PCHS), a non-profit service oriented school, was founded to provide the youth educational opportunities for their total development as an individuals through its educational program.
