Long term objectives: to promote the advancement of science and technology; to encourage collaborative work among scientists and engineers in research and development; to support interaction among U.S./Canadian citizens and residents of Philippine descent in scholarly and scientific endeavors that would be of particular benefit to the United States/Canada and the Philippines; and to provide means for transfer of scientific and technological information between the United States/Canada and the Philippines.

Science and Technology Advisory Council Japan chapter was formed by the alliance of engineers and scientists on December 3, 1995 in Tokyo, Japan. STAC-Japan was born in response to Executive Order No. 239 which reorganized the Department of Foreign Affairs in July 1987 mandating the Secretary of Foreign Affairs the authority to create advisory boards and committees as he may deem necessary to assist and provide him advice in the formulation of substantive policies. Its current membership includes students, professionals, and other Filipino individuals staying in Japan who are interested and willing in advancing Science and Technology and advocating it as an inevitable tool for Philippine development.
