AGHAM (Samahan ng Nagtataguyod ng Agham at Teknolohiya para sa Sambayanan or Advocates of Science and Technology for the People) is a collective of patriotic, pro-people science and technology advocates bonded together by a common interest of promoting science and technology that genuinely serve the interest of the basic Filipino masses and in order to make the S & T sector contribute to genuine national development. AGHAM recognizes the need to stop the vicious cycle of poor science education, backward science and technology and economic subservience brought about by historical and socio-economic conditions - Cubao, Quezon City.

Science and Technology Advisory Council Japan chapter was formed by the alliance of engineers and scientists on December 3, 1995 in Tokyo, Japan. STAC-Japan was born in response to Executive Order No. 239 which reorganized the Department of Foreign Affairs in July 1987 mandating the Secretary of Foreign Affairs the authority to create advisory boards and committees as he may deem necessary to assist and provide him advice in the formulation of substantive policies.
Its current membership includes students, professionals, and other Filipino individuals staying in Japan who are interested and willing in advancing Science and Technology and advocating it as an inevitable tool for Philippine development.
