If the Spaniards have not been able to transfer to the Americans the rights which they did not possess; if the latter have not militarily conquered positions in the Philippines, how can they now constitute themselves as arbiters of the control, administration and future government of the Philippine Islands?

US acquires Guam, Philippines and Puerto Rico (the Philippines for $20 million).

Commissioners from the United States and Spain met in Paris on October 1, 1898 to produce a treaty that would bring an end to the Spanish American War after six months of hostilities and the U.S. ultimately paying Spain 20 million dollars for possession of the Philippines.
