The Heritage Conservation Advocates (HCA) campaigns for the preservation and promotion of historical and archaeological sites in Cagayan de Oro and vicinities.
Huluga is an archaeological site, the ancestral home of the people of Cagayan de Oro. Fossils and artifacts are still found here. But despite protests by the Heritage Conservation Advocates (HCA), mayor Vicente Y. Emano bulldozed the area to give way to a P635-million road-and-bridge project. The construction is illegal: It has no Archaeological Impact Assessment.
