Fifth Country Programme for Children. Good Health. Proper Nutrition. Quality Education. Protection from harm. A bright future. All parents want these for their children, and the Convention on the Rights of the Child affirms every child's rightful claim to them. The Convention also recognizes that many parents need support in bringing up their children.
The Philippine Government aspires to support families in realizing the Convention. This, however, cannot be achieved by the government alone. The mobilisation of all sectors of society no less than a Child-Friendly Movement is needed. The Fifth Country Programme for Children is the vehicle which, assisted by UNICEF, will support and facilitate the Child-Friendly Movement: goal-oriented, multi-sectoral partnership for children.
