The island of Cebu is politically divided into local government units consisting of 47 municipalities which compose the province of Cebu, 4 component cities and 2 highly urbanized cities. All the population centers of these towns and cities are situated along the coastline, with Cebu City, one of the oldest cities in the Philippines at the eastern mid-point section of the the island. The cities and municipalities are further subdivided into barangays - the smallest government unit. The number of barangays in each town or city varies according to land area as well as population of the town/city. As of compilation, Cebu has a total of 1,202 barangays.

The province is situated in the Eastern Visayas Region of the Philippines. Leyte has hosted some of the turning points in the history of the Philippines. General Douglas MacArthur, accompanied by Commonwealth President Sergio Osmena and Carlos P. Romulo, landed in Palo, Leyte to reclaim the country from the Japanese forces. A historical marker in Palo marks the spot in Leyte where General Douglas MacArthur and his army landed on October 20, 1944. The provincial capitol building, was the seat of the Philippine Commonwealth Government from October 23, 1944 to February 27, 1945. The picturesque San Juanico Bridge connects the Leyte and Samar islands and is a vital component of the road network that spans the whole country. It is the longest and best aesthetically designed bridge in the Philippines. Many names (Samal, Ibabao, Tandaya) were given to Samar Island prior to the coming of the Spaniards in 1596. The name Samar was derived from the local dialect “samad”, meaning wound or cut, which aptly describes the rough physical features of the island that is rugged and deeply dissected by streams.
During the early days of Spanish occupation, Samar was under the jurisdiction of Cebu. In 1735, Samar and Leyte were united into one province with Carigara, Leyte as the capital town and again Samar became a separate province in 1768.
