The founding incorporators are mostly Philippine College of Criminology alumni and are members of the Philippine National Police (PNP), criminologist by profession.

The National Police Commission is the agency mandated by the Constitution and the major police reform laws, Republic Act Nos. 6975 and 8551 to administer and control the Philippine National Police. Under RA 8551 otherwise known as the " PNP Reform and Reorganization Act of 1998, the Commission regained the powers to investigate police anomalies and irregularities and to administer police entrance examination" and is granted summary dismissal powers over erring policemen - Makati City.

At present, the Pampanga Police Provincial Office is occupying the original location located at Capitol Compound, Barangay Sto Niño, City of San Fernando, Pampanga. With its new Admin Building Office inaugurated last 30 April 2008. In addition to that new building for Intelligence and Investigation Section, SWAT Building, Headqurters Service Building and were constructed and inaugurated for the year 2007 - City of San Fernando, Pampanga.

The PNP shall enforce the law, prevent and control crimes, maintain peace and order, and ensure public safety and internal security with active support of the community - Camp Crame, Quezon City.

Camp Vicente Lim is the Headquarters of Police Regional Office 4 (PRO 4) whose area of responsibility covers the ten (10) provinces of Region 4 namely: Cavite, Laguna, Batangas, Rizal, Quezon, Mindoro Occidental, Oriental Mindoro, Romblon, Marinduque, and Palawan encompassing (8) cities, (207) municipalities and (5,453) barangays with a land area of (43,684.5) Square Kilometer and an estimated population of 10,128,914 Million. The inhabitants are predominantly Tagalog and mostly Roman Catholic by faith - Calamba City, Laguna.

The Headquarters of the Police Regional Office 10 is in Camp Alagar, Lapasan, Cagayan de Oro City which is on top a hilly area overlooking the heart of the city. The camp was named after the late Philippine Constabulary Officer, ILT VICENTE ALAGAR, who with his nine (9) men fully outnumbered, were killed in action in a hand to hand combat with the band of outlaws on September 9, 1932 at the height of the Jolo campaign. The exploit of the late ILT ALAGAR is a living legacy of the bravery and courage of the men and women in khaki uniform. The PC is true to its MOTTO: “ALWAYS OUTNUMBERED BUT NEVER OUTFOUGHT” - Camp Vicente Alagar, Lapasan, Cagayan de Oro City.
