The town of Kalibo is still with no electricity, water, telephone and food is scarce due to mud that destroyed goods even in supermarkets and department stores.

Responsible Ilonggos for Sustainable Energy. The Responsible Ilonggos for Sustainable Energy or RISE was convened last September 2003 by different peoples organizations, non-governmental organizations, professional groups, advocacy and cause-oriented networks. Since then, RISE have grown into more than 60 organizations.
We bonded together to address an urgent call that concerns every one of us – to protect the environment and people's health against the proposed entry of a coal-fired power plant. Initially, the proposal was to build a coal-plant in Ajuy, Iloilo and later in Banate, Iloilo. RISE have been an active opponent of this dirty project. Now another proposal is to put up a coal-plant right in the heart of Iloilo City. So our advocacy and campaign continue - Iloilo City.
