- Municipality of Balbalan
The municipality of Balbalan lies on the northwestern portion of Kalinga. It is bounded on the north by Conner (a municipality of Apayao), on the east by Pinukpuk, on the south of Pasil and on the west by the province of Abra. With Executive Order No. 42, the municipal district of Balbalan became a regular municipality on June 25, 1963. Classified as fifth class municipality, it has 14 baragays. Balbalan which was the original poblacion recently transferred to Salegseg, (which means Washing Place) because the sitio has abundant water throughout the year. The population by ethnic group is 99% Kalinga natives.

- Municipality of Tinglayan
Tinglayan is located in the Northern part of Kalinga. It is bounded with beautiful mountain ranges. It is here where you can find Mt. Mating-oy or popularly known as the "Sleeping Beauty." Inspite of very rugged terrains, the soil on the mountain slopes and bases is very fertile, especially suited for vegetable raising. Tinglayan is the main bean and cabbage producer in the Philippines such that professonals coming from Tinglayan proudly call themselves 'cabbage educated' - Tinglayan, Kalinga.
