    According to legend, Lagangilang, derived its name from combining the word "Ilang-ilang" and "Agam." Ilang-ilang is a tree whose flowers emit a distinctively sweet scent at night. Lagam, meaning bravery, is the name of famous Tingguian leader who once ruled and defended the original Tingguan village of Lagangilang along the eastern bank of the Abra River from adversaries. We envision Lagangilang to be a model municipality, where the income of all farmer families is higher than that of poverty level and where all barangays adopt and practice technologies on farm system, all rural organizations are revitalized and municipal and barangay agri-enterprices are established - Langangilang, Abra.

    The Official name of the town is Licuan-Baay, the separate municipal districts that were fused as one in 1969. The territory was divided into two big districts namely Licuan-Baay. The first inhabitants were Tingguians of two origin, the Kabogaos and Masadiit. The Kabugaos come form the mountainous and arable balley of Abra and upon seeing the glittering fold plates scattered all over the place the settles called the place Licuan-Baay, Abra.

    The municipality is located at the southern part of Abra. It is accessible from Benguet/Baguio by vehicle via Naguillian Road down to San Fernando City traversing the province of Ilocos Sur fill the municipality of Narvacan thence to Bangued. The Bangued-Luba route is seasonal for vehicular traffic (November - June). However the Bangued-Salnec,Bucay Road is an all weather one and that an intermittent section along the Manabo-Luba Road is not passable during typhoons/storms. Specifically so because we have to cross the Abra River twice - Luba, Abra.
